We presented this brief to the National Assembly with great pride. We devoted a great deal of time to it and hope that our recommendations will be heard.

We emphasized the many flaws in Bill 128: its arbitrary aspects, the difficulty of enforcing it, its demonstrated ineffectiveness, its overly broad scope, and so on.

Scientific studies, like the other models implemented around the world, all point to the same conclusions. We hope this document receives the attention it deserves.
